Default Oil Pump Bolts won’t tighten to required torque spec???

Hey fellas so I bolted my BE oil pump today after much reading and prep......2 of the 6 bolts won’t tighten to the torque spec of 19 ft/lbs which is not much really. Could I just apply some blue loctite to these 2 bolts and try to tighten it?
What is the proper way to proceed with this problem?
Thanks in advance...

Btw here are the two bolts that won’t tighten up while the rest are already on spec.

Sounds like you either broke your bolts off, are using the wrong bolts, torque wrench sucks, or stripped your block. Figure out which one and fix it.
