Default OVERCHARGING HELP

Hi everyone so I was driving the other day and the charge light came on when I checked the voltage at the battery it was making 17v at idle! And I checked with a multi meter that I know for sure is accurate. I replaced the altinator with another used one and had the same issue is there anything else I can check? The car is a 95 so the voltage regulatour is in the altinator. Also I swapped batteries and still same issue. One more thing when you first start the car it starts at 15v and slowly climbs to 17v thanks!
