I don't see what's not proper about a retrofit such as this one. As Leafy points out, most OEM projectors won't fit into a 99-00 housing without quite a bit of modification. You can't beat the Mini H1 or D2S setup for the price and ease of installation. The light output, at least on my own car (Mini H1 5.0), is better and sharper than quite a few OEMs on the road.

I have h1 5.0 and don't really like the output at all. I liked the fx-r 1.1 i had but mostly because of the side intensity. I feel like there is way too much foreground light in the fx-r 1.1. rx350 should fit just fine and will out preform any of these aftermarket headlights. also TRS makes a TL-R shield and solenoid. you can basically remove the huge solenoid from the TL.
I guess if all you want is a sharp cutoff and a wide beam then these work too.

So far the only thing i hate about the way the H1s light up the road is the way too big of an angled step. This is a random pic on google but it shows what i mean.. on the H1s its much much bigger.

My plan is to move/angle both projectors to the left that way the angled part of the cutoff is right in teh center of the middle lane. With proper height you wont blind oncoming drivers. (currently too cold to **** around though)
