The gaffers & stagehands are IATSE local 467, my department is IBEW local 1212. A convenient side-effect of the various contracts is that members of one union are unable to file a grievance against the manager of another, because there is literally no legal mechanism in place to do so.

In other words, HR doesn't apply here.
