Suppose you wanted to surreptitiously teach a bunch of geeky boys how to move freely and comfortably amongst females. Would you build an entire fake town and then fill it with men dressed like woman? What the video supposedly portrays is a fake town full of Ukrainians pretending to be American.
Then yes, I might consider this to be a reasonable approach. (Though I would probably recruit the best and most experienced drag queens and transvestites from across the entire nation, rather than limiting my search solely to the Ukrainian republic.)

I'd heard of the existence of this place before, but I'd never seen any actual footage of it. For that matter, I have no idea whether the film is genuine or staged (I've no idea how they would have actually gotten genuine film, but then, that's what the CIA is for.)

If some of those people are "in their 20's", then I'm Joseph Stalin. There indeed may have been cleverly staged "American Cities" used for training Soviet agents, but my money says that ain't one of 'em.
(Or American Propaganda for that matter.)
