It all boils down to have the state legislate moralty. Thats not the states job to do that. If somebody wants to walk around with there boxers hanging out, or their thong showing or a Bra strap showing more power to them. How does it effect my life ? It dosent.

In this case the city councilman that proposes the ban is black, the majaority of the offenders would be black. It's a political diversion to take the public view away from something else that is more important, Like crime in Atlanta (as well as the counties around Atlanta).
