Can someone design a square wave generator for me?

I need a 12V 20.63Hz square wave generator. I've seen a few plans on the internet for building these things but they are over my head. Anyone want to help me?

To bypass the air intake temp on his link.

Robert we need to get together one day as soon as i get my motor back in the car. I could use some help with the rt link software.
