referee station is NOT the same thing as a test only station. ref station is where you can get your engine swap validated.

ive been to miami and fort lauterdale a couple times, hated it.

when driving in FL, I was always afraid I 'd hit some gravel or a wet spot, and spin off into the sea. There's noting to stop you, you could slide for 50 miles.
