Help me make my buddy's FD right.

His engine bay confuses me a bit. It's your standard 13B arrangement, with a couple bolt-on mods like intakes and an aftermarket intercooler, Tial BOV, etc.
Where it's weird is that the stock BOVs are still plumbed in, and what's even weirder is that there's another hose coming from somewhere on the plenum that also bleeds air. It just lays on top of the engine. Free-revving gets the stock BOVs to blow off, and the other hose opens before I let go of the throttle thingy. The air coming from it has a rasp to it.
Maybe I need to take a video, this is weird.
He's not much of a car guy so I'm trying to help get his car right for him. Does anyone know what that other hose may be?

Didn't find what I was looking for in the vacuum diagrams, thanks though Airbrush.
Here's a pic. He said the car used to have an Apexi CAI box and that the hose used to attach to it.

Sorry, but if you can't trace the hoses then both of you need to step back from the car and get someone who can. If you are asking people on the net to take a guess you are probably asking for problems. An RX forum would probably be a better place to start.
Before you get bent out of shape, note that I am not trying to say you and your friend are dumb asses. I don't have a clue what that hose is either. I'm just giving my opinion that you need someone to see it with their own eyes and not pics or videos.

I know what you're saying, I won't get bent out of shape. I just posted it here on the off chance that someone knows what it is and what can be done with it. Sbrian2 seems to have some knowledge of it. I'm not going to do anything with it until I know exactly how to go about it, lest I break his car..

A friend and I have built many FDs over the years. There isn't much I haven't touched on one at this point, but diagnosing from a crappy pic is hard. I wish you were closer and we would have that thing running right in a matter of hours, maybe minutes. I agree w/ Robert, go to RX7club.com or Rotarycarclub.com and see if you can find someone locally that can help you out.
