i once reported reckless driver.
i was driving along pch with my g/f in miata one night and we parked on the side to look at how pretty ocean was at that time. we were driving top down obviously so we could smell everything. once we parked on the side we noticed a smell of weed and a guy just took off peeling out and leaving us in dust. once he got on pch, a car behind him almost crashed into him because he wasnt paying attention to traffic on the street.
pissed me off... if you drive high - at least dont do **** like that.
its not like i never drive under influence but when i do - i at least pay attention to the ******* road.

Some *** lives up the street from me and drives a broke *** E30 2 door bmw.. all rusted, has a huge fart can disgrace muffler on it.. Well, its obviously the fastest car on the road, and he has to show it off everytime he drives by my house. Told him if he didn't knock that **** off I was going to Vin Diesel him in the face with a torque wrench. 
Not really. I called my best friends brother whos a cop and had him come by. Kid came by, did his ****, friends brother rolled in his driveway and told him if he did it again his *** was going to jail.
Theres a ton of kids (unfortunately) around here whos parents appearantly weren't smart enough to teach them what a street is SUPPOSED to be used for.

kid in our neighborhood has a 240 sx with no exhaust (open header). One of these days I'm going to stop in and ask him to put a ******* muffler on it... or stop driving through the neighborhood at 6K rpm in 1st gear @ 2am.

A couple of guys kept going through my neighborhood (lots of kits) in their loud pickup truck at warp speed. when I was out digging a trench in the backyard I heard them coming down the street. I stopped them and approached the vehicle carrying a shovel and asked them to stop driving like ******* animals in the neighborhood. That worked very well, you just have to ask nicely and you'll get results. Bringing in the police is just queer.
Some guy was driving like a :gay: in my neighborhood the other day. I just followed him to his house and layed into him when he got out of his car. He was all apologetic, probably never figured someone would have the ***** to tell him to STFU. Problem solved

I'm not trying to claim this link means anything real or scientific, but thats pretty much how i feel about it. The few times i have driven while high i was generally more careful and afraid of the police/wrecking/etc so i drove by the rules moreso than if i was sober.
I'm sure there is a point to where you could be to high to drive, but i wouldn't want to find out.
I also figure that the kids in his story would have driven like jackasses anyways..(even with no weed involved)
I guess my point is if you are high and want to drive good i believe you are perfectly capable of it.

OR, he smokes weed every day(be it badass **** or not) so he is used to the effects and can fully function while under them.
DUI/DWI= alcohol which does very badly impair your driving abilities.
