How do I get everything I need to know about a person?
I have a name, cell phone # and license plate #.

If you know what states the person lived in, then you can probably search the court databases for those states. For some states, like maryland, you can do so online. For others, you might have to visit in person or ask someone to search for you nicely on the phone.

Interrogation. Sleep deprovation is very effective, however if your short on time waterboarding can yeald the desired results.
Or, if thats not your thing, you could just google "backround check" and pay to get whatever info you need. Not many options other then that, unless you have access to NCIC, in which case you wouldn't be asking in the first place.
My guess is your checking somebody out that is/was dating/engaged to a close friend or family member. You may also want to check the sex offender registry, and google the hell out of the name. If you have his/her address you can find information on the property, who does/has owned it, what it sold for, leans etc.
