Default Inventory Management

I was wondering if any of you might have some insight into inventory management setups. Im helping a buddy who decided he wanted to start taking inventory of all the miata parts he has quick guess says about 4 full cars worth minus shells. He wants to to have an inventory setup so he knows what is on hand and exactly where it is in the building. Everything i have researched thus far has been mostly RF gun inventory systems with servers and such. carrying some hefty price tags, which is fine if your running a big business but this is not the case for this project.
Requirements: must be able to use existing (OE Equipment Tags) or create new barcodes for items, Minimal cost, Free is a huge bonus, Use of a smartphone app (they both have iphones and i have an android), create storage shelfs and bins, bonus points for online database for website, and all inventory accessible from the computer with the ability to add prices in.
I have looked into a few but all i have come across seem to be either strictly RF gun/ PC setups or all phone based.

Write a program for fun? This wouldn't be all that difficult and who knows maybe you can make it well enough to eventually make a profit off it.
