There's a latest gen Civic Si around here like that. Can't even get his car into some of the parking lots because it's so flush and instead parks in the grass. Wheels are bright orange as well. Dude's ballin.

Apparently they are custom building their suspension, just for the purpose of having -30 degrees camber? These guys make the "I'm going to purposely rust my car out" guys look brilliant.

I'd enjoy seeing a photo of the actual contact patch. Have the car drive onto a plexi cube or something and shoot from below. It can't be much more than a quarter.

FWIW It started as what just happens naturally on a bagged car pancaked in a parking lot or at a show. Then someone thought "I want that look while I'm driving", it just got stupider and stupider from there.
