Why are one not allowed to reply on PM before having posted 15 messages in the forum? A strange spam bot handling rule or just so that users wont register in a new name and harass other forum members?

Anyway I´m not here too start a mess so I will just reach my 15 posts here so that I can reply to my received PM

There should be a script that if you make 15 posts with in 5 minutes your are automatically banned and ridiculed.
