When I was in California- I got smogged right before installing my ECU/exhaust etc, and never had to renew since I moved here before my registration expired. I'm not sure if they do a visual check in the Denver area- if they do, you'd have to either remove everything and go back to stock or find a 'guy'.
I'm not sure the stock ECU could run safely with a turbo- even if the wastegate is wired open. You might want to somehow stop the turbo from spinning also.
Edit: I'll try to send you my tune when I get home. Hopefully it helps get you running right.

Yea I'll be looking for a new place in a area with no emissions but for now I either have to wait until next june to pass emissions while I'm still NA and then start my build or find a way to pass with the turbo. The only thing I am really worried about is the stupid new law with the OBDII, most places wont test cars if their OBD system is working.

I've attached 3 tunes... Obviously you'll need to adjust them to work with your car (Fuel injector size, WBO2 type etc) and you'll have to autotune the VE tables to make it run properly.
-LastNAmap is obviously the last Naturally Aspirated tune (I/H/E, exhintake cam and that's it- stock injectors)
-2015.6.09 is my latest with the Rotrex, squaretop, exhaust and advanced timing... use at your own caution (probably should just ignore this one)
-Supercharger80mmpulleyetc was running good with more retarded (safer) timing map- would maybe be a good starting point for your F/I build. OBviously turbo will have a wayyy different VE table, but it should start and run.

There's a gas station about 15 miles from the track, so fill up there on your way to the track, and that should last you for a 1/2 day session. Bring your spare tire in case of a flat. A "AAA" membership might be a good investment
Otherwise make sure your car is in good working order, bring some food, water and basic tools. There are plenty of 'first track day' checklists on the internet to help you prepare. I've got plenty of miata tools and parts if you need help while you're there.
