Default Time to denoob myself

I have been hanging arround this forum now for about a year and found all the answers to my questions by searching. Thanks to all the people who are so dedicatet on this forum.
A little info about myself. I have previously had 4 mx5/miatas and are now on my 5,6, and 7th car. I turboed my first miata in 2000 and have done 7 more after that. This car I did to see how cheap I could do it using only new parts. That meant using e-bay turbo kit, which didn`t fit wery well. The results are nothing to brag about but works just fine for what it is now that I`m running it at 220 kpa with stock internals.
I have now gotten a peculiar problem I`m hoping someone can help me solve. It seems my fuelpump won`t run if my battery isen`t FULLY charged. The starter runs like a champ but no sound can be heard from the pump if the charge is below 12,9 volts. All I have to do is add a charger and it starts instantly, even at -17 degrees C below freezing. Is there a fale safe in the MS that does not allow the pump to start below a certain voltage? All answers will be deeply appreciated. Thanks.

MMmmmmm. I don't know.....
But I do know the Ms is more sensitive than the stock computer. I had a weak cas wire. The stock computer would run. But the MS wouldn't. Once I fixed the wire, it worked perfect.
