1.6 fuel pump mod /***fixed-bad new tip125***

i did the 1.6 fuel pump mod today and when i went to test it i dont have 12v out of ms, i opened up ms i have 12v on d4 and s19 but the center leg of the tip 125 isnt doing anything. bad tip125? what else should i check, i built it just like the miata wiki shows, what should i check or should i just build another circuit? and before anyone asks the st fuse is pulled, and im going to the right pin, its down to the tip125 from what i can tell...

is the tip 125 supposed to have an insulator under it, because i did put one....
