Default Alternator dosen't excite until 1500 rpm, any fixes?

Upon startup, the voltage is at about 11v until I manually rev engine to 1500 rpm. Then the voltage goes to 14-14.2. This means every single time I start the cat I have to do this. Isn't the MSII extra suppose to have a voltage regulator to compensate for this? Or is there a problem in the alternator?
Thanks for the help

Looks like a problem with the alternator. I've seen this on a miata alternator, as well as on a RX-7 FD alternator, which has the voltage regulator built-in.
