Default Gm iat static 70 degrees

Turbo 1995 m edition miata diypnp hooked the gm iat up to the 3rd and 4th wires on the maf plug per the instructions on diys website, opened tuner studios and the manifold intake sir temps stay at a static 70 degrees. Any help on fixing the issue would be greatly appreciated I read posts where some one sad to solder in a different resistor on pulls and another post on someone soldering wire directly to the ecu plus instead of relying on the factory harness. The car runs fine and everything else seems to be in order except the 70 degree intake temps. 4.9v dc at plug and removing the sensor and heating it up drop the ohms.

Static at 70* means its not connected. Make sure you are plugging it into the correct pins.
