I highly doubt it. It looks more like a bump in the road causing your wheel to skip a little. There is a little bump in the VE table at that spot, but I don't think it would cause the RPM spike.

Turn down your timing from 28deg to like 25deg and see if it totally goes away. I'll bet it still shows up here and there.

Bump in the road. There it is. I remember that part of the run actually. I just wasn't sure if that would do it, as I was expecting TPSdot to change as well. But since I was WOT, I realize now that TPSdot wouldn't show anything.

Knock I was thinking bump or clutch slip.
After a whole bunch of tuning to try and reduce this it appears it is motor vibration in that area??
