Default MS2e IACV Issues - Revs to ~4krpm

Having no joy getting any responses from Dimitris/Rev on this but really want to get it sorted so hoping someone else can help on here. I bought my car ('99 1.6 JDM S/C) with the MSLabs MS2e already fitted but the idle control valve was disconnected. Previous owner said he could never get it to work so for the last 4 years on & off I have been having a go at trying to fix it. Car idles fine with it unplugged apart from when you try to drive it when cold and sometimes on returning to idle it dips or cuts out etc. When plugged in however the revs shoot up to about 4k.

I have:
- Replaced the IAC
- Checked wiring back to ecu
- Opened ECU to check for circuit board damage
- Tried setting up through PWM open & closed loop
- Adjusted frequency multiplier (x1 & x16, the two I have read on here for MS2e on a 99 car)
- Changed valve mode between normal & inverted
- Copied all IAC settings over from base maps found elsewhere

I have also had an IACV out of the car plugged in watching the piston while making all these chages and none seem to affect its position. Once igntion is on it permanently sits a good bit open. There is no noise etc from the valve when in operation (to suggest incorrect frequency?). Seems to just be getting a permanent grounding by ECU.

Would anyone have any futher suggestions? Also does anyone have a pinout for the two DB27 connectors?
