This is a Voodoo box for the NA 1.8/NB/NA 1.6 California emissions cars. If you don't already know (most of you probably do), it allows the stock computer to control the engine when not under boost, but provide additional fuel when under boost. "Tuning" is very simple - turn one potentiometer to adjust what MAP level the box kicks in at, and another potentiometer adjusts the "ramp rate" at which fuel is added.

Of course, many of you might say "just go Megasquirt". This is a valid position in many cases, and is in fact what I have done, now that my car is old enough to no longer need emissions testing. However, if you are looking to meet emissions, a Voodoo box will allow your stock ECU to still control things like EGR, evap, etc., and on OBDII cars, emissions testing equipment will still be able to talk to your factory ECU, needed for passing emissions in some places.
