Bryan, is this block useable? Could I have a machinist clean up the issue, install new bearings, and then bore/hone as normal?

 

The block is fucked. Crank is too. It would require welding to build up the affected area. I wouldn't try to salvage it. If no one wants it I'll probably yank the rods & pistons out of it & put them on CL. They might get a few bucks.
