Wheels are covered/caked with brake dust.

why would that be important?

How do you measure a tire depth accurate enough to determine that 99% of the tread remains?

1% of ZII tread depth is .0025". You must have one killer tire tread depth gauge to measure accurately enough to determine you have, in fact, 99% depth. Baller!
