lol back on track:

OP your wg should be fine the way it is. There should be just a tiny bit of preload on it keeping the wg flapper shut out of target boost. if its super tight loosen it til its just slighly preloaded then adjust as necessary when you're tuning.

No the actuator will not open all the way nor will it open at the same pressure with a hand pump that it will when gasses are pushing at the flapper.
