My exhaust issues? Not the downpipe gasket. Wasted an hour of sanding and $5 on that stove cement **** for nothing.

What was it? Some idiot forgot to put the water tube bracket on the OUTSIDE of the manifold. Yep, the top of the bracket was sitting in between the manifold and block, preventing it from sealing. Oh yeah, that idiot was me.

Fixed thread title. I was lucky I didn't have to pull off the manifold completely, the bracket was just resting on the stud, not slid over it, so I just had to loosen it up and slide it on.
