Should air leak into the engine from the turbo inlet with the turbo outlet closed?

The CHRA is sealed on the compressor side to with a design to prevent oil from escaping, not air from entering. The shaft's location at the seal sees very little suction or pressure during operation, unless your air cleaner is clogged. It is only designed to retain the oil.

The front and rear crankshaft seals on your engine are made to retain oil as well. They do not function to the reverse of how they are designed.
