I spent a while searching as I thought this was already answered, but came up empty, so sorry if repetitive.
I am currently running 245/40/15 Hoosier R7s on 9" 6UL wheels in NASA TT4. They clear the 266mm NASA wheel template with a good amount of space. If I move up to 10" wheels will the 245s still clear? If not, how about 9.5" wheels?

245/40/15 R7 (and every other current 245/40/15) on 10" do clear 266, yes. That is one of the saving graces of 23" tall tires in the current ruleset, as 245/40/17 R7 on 10" do NOT clear 266 and need to be pinched on 9" wheels iirc.
