Default Turbo questions

I purchased a fab9 GT turbo kit but getting it up and running right has been a bit of a nightmare. I have a few questions that I hope some of you can help me with. Please let me know if I have misconceptions in my plans.
My plan was to set it up with a boost controller to run 6-7 psi in low mode and the full 15psi in high mode. I also wanted to eliminate turbo flutter ( I know lots of people love it but to me it’s not a pleasant sound).
Here is where I am:
I get very loud and to me annoying turbo flutter every time I shift above 3000 rpm. The BOV supplied in the kit has an 8 pound spring. Does that mean the BOV will open at 8 psi of back pressure and reduce flutter but any lower pressure will still result in flutter occurring?
My mechanic wants to remove the kit BOV and replace it with a TiAL BOV that he swears will eliminate the flutter. Can someone explain why the TiAL BOV will work when the kit one doesn’t. Am I being misled?

What year Miata do you have? Is this a NA/NB setup or a NC setup?

My Miata is 2012 GTM, an NC2.

If your valve was working, you would just hear a loud ssshhh sound.

I also have a 2012 NC and had the Fab9 Turbo installed back in 2021, but on a 2.5 engine swap. I had a lot of headaches with tuning and eventually went to a different tuner who had lots of experience on the East Coast. He initially thought the cheap made in China BOV was possibly causing some issue, but when he tested it, he was surprised that mine was actually working well! Lol (ymmv)
Of note is that I was still trying to get everything tuned and working the way I wanted, but had to mothball the car a few years ago. Still, it got me to finals in the 2021 Limerock Park Summer Autocross series, which was my original goal and I beat an amazing group of cars doing it. (Ymmv2)
