Hi Gadfly,
the P0140 is related to downstream lambda probe, it's an open circuit error. The ECU can't read anything.
You can still read an oscillation with your afr gauge, because the oscillation is due to te upstream probe.
So the issue is related or to the downstream sensor, or to the wiring connection to the downstream sensor.
