Default Mystery oil burning?

Hey guys. I turboed my car in mark and have been dailying it for a while now. I recently developed an oil burning. I have a rebuilt T25G, dual catch cans, -4 feed and -10 return, and the 323GTX PCV. I ran 10W40 in it with an 0.065" oil restrictor on the feed line, now 5W30. It only burns at extended idle. No burning at all when on the move or in boost. Could this be valve seals? This only started happening after i installed the turbo. Leakdown test is 25% on all cylinders. I hve yet to perform a compression test but that likely wont tell me anything(a stuck oil control ring doesnt change compression test results). I highly suspect valve seals but i wont rule out turbo seals if the excessive feed line pressure somehow caused the seal to fail
