Here, hopefully this will help the poor guy out with some answers.
Open you hood and check the throttle body (squared in red below). The throttle cable is to the left of it, and might be bound up on something. If your car does indeed have a 1.8 engine, it has been transplanted from a 1994 or newer Miata, as all 1990-1993 Miatas came with 1.6 liters. Putting a 1.8 in an earlier car involves adapting the throttle body from the 1.6 to the 1.8 engine, and the method the previous owner used to mount the throttle cable might be incorrect.
Here you can see the throttle cable mounting bracket made by FM, what does yours look like newb?

Hello, let me introduce myself. My name is Oscar and I was into Honda's until they bored me, so I went with something different, a Miata. I bought a 1990 Miata that has a Greddy turbo kit, and supposedly a 1.8 engine. I'm having a problem though. Recently I took out the a/c and the p/s, bolted everything back together and took it for a spin. About half a block away from my house I too off from a stop sign in 1st, and when I stepped on the clutch for 2nd gear my rpms went up to 5k without me stepping on the gas pedal. Now every time I'm in neutral or 1st gear my revs are about 5k without me stepping on the gas. Please, help is needed as soon as possible!

Posts like that from you make me wake up sweating and screaming unintelligible crap until I smoke a joint and fall back into an uneasy sleep.
