Default Ground Control Allen bolt

Got a set of used GC's and 2 have impossibly tight Allen screws on the gold collars, which I need to release so I can adjust the height. I've soaked in penetrating oil overnight, heated w/ a propane torch and the little bastards still won't budge. I'm guessing it's a hardened bolt, so drilling and re-tapping is a last resort. anyone know the trick to these things?

Tap the rings upward to make sure they haven't wedged on the threads, dry them off with a torch and spray the bolts with silicone while still warm so it sucks the silicone into the threads.

If that fails, cut off wheel in the slot to cut the bolt off then have a machine shop remove the stud.

As well as Olderguy's suggestions, use an Allen head tool that you can tap on with a hammer as you turn it, or put an Allen head socket on a 3/8ths drive impact gun.

I've tapped the collar to make sure its not wedged and tapped the allen bolt to help free it up. penetration oil was added before and after torching. I've got them in the freezer today for another try tonight. I've thought of an epoxy to hold the allen/socket to bolt and hitting it w/ impact, so maybe the epoxy will help keep it from rounding on initial bump. if I ever get them out, I'm definitely using antiseize!!
