Dual fuel pump pressure

Default Dual fuel pump pressure

If there are 2 pumps pumping into a fuel rail, and the regulator is after the rail, set at 70psi, will each pump be at 35psi?

No.
They will both be at 70psi.

Both will be at 70 psi, but each would be supplying about half the total flow, assuming they are plumbed exactly the same.
