I have a 99 ECU ($75) and a NB2 header / cross over pipe ($75). I don't have the mid pipe, which I think being CA you would need. You need to do the research on how to make it all work, but I believe this would move you back to a "Federal" car emissions wise (although I don't think it would pass due to VIN number differences) I can attach pictures if you are interested.

i think at this point i would rather just do an aftermarket header. im not in California. Im in PA. and my car is emissions exempt because its registered as a classic car.
