I got an $30 elm 327 chip model (v 1.3) on ebay that plugs into the Usb port on the pc. You can download several different free OBDII win apps that work with it. It has been great. You can actually see things like sensor data and will read several different OE protocols. Also datalogs events.

I got mine on Amazon for pretty cheap, paid for itself several times over.
