Jeez dude, you could have built a harem of these by now.

10K is a pretty solid budget for the full car including purchase price. Get a decent NA/NB, get an MKTurbo kit, ECU, IC, Wideband, etc. Should come out to be about 10k with a tune and possibly even installation if you can find a local racer/shadetree miata person to do it.
