We're a nation of laws, not of men. It doesn't matter where you came from, because your skills and effort determine the outcome--not your family name.
However, we've got jackasses like Robert Rubin who writes his own rules, Presidents like Obama who choose which rules he wants to follow and changes which ones he doesn't like by executive fiat, a congress who is not beholder to rules of us commoners, and a judiciary who increasingly sets rules based on the fashionable ideas of Argentina or the UN.
Rules are supposed to mean something, and not change with the vagaries of the court or the king. The rules limiting government's power in the Constitution are meant to be passed down to the next generation, not taken away from the next generation.
No matter who is in the White House, there's too much power in the Federal government, too much waste, too much size. If they can't live by the rules WE have to follow, then maybe it's time to start over.

it doesnt matter if it's paid for with EBT or cash. Even if there are spending limits with teh EBT, which clearly there are not, it's still like free money. So had the person used cash for the cigarettes and the EBT for milk, it's all the same. Because that person's milk money would have been used to purchase cigarettes had they otherwise not had the the EBT card with free money on it.
The clerk took it upon him/herself to make up a new store policy and was correctly punished.
The only way to fix this issue is to completely shut down the entire program.

Whiton said she does not object to using the programs for food assistance, but does not think a person should be able to use public funds to buy cigarettes.
“They can’t even buy toilet paper with the EBT grocery cards but they can buy beer and cigarettes with the EBT cash cards,” Whiton said, “Go figure.”
I agree.

but it doesnt matter. you understand that right?
lets say you can buy toliet paper with EBT and you cant buy cigarettes and beer.
There's no difference.
So you use the EBT card for the TP and your cash (probably welfare/unemployement) for the beer and it's all evened out.
So long as there's a system to give people free money, regardless of any limits, it's still a broken system and a policital tool to get votes.

Meanwhile, the National Park Service, administered by the U.S. Department of the Interior, asks us to "Please Do Not Feed the Animals."
Their stated reason for the policy is because the animals will grow dependent on handouts and will not learn to take care of themselves.

Our precedent demonstrates that Congress had the power to impose the exaction in Section 5000A under the taxing power, and that Section 5000A need not be read to do more than impose a tax. This is sufficient to sustain it.
The court reinforces that individuals can simply refuse to pay the tax and not comply with the mandate.
