Phil's RPM points are off on his graph. if you look at his log he makes full boost at 5K, this does not correspond to his graph.
His soft cut limiter kicks in at 7000rpm and retards his timing to 10* static from 7000-7200rpm, if you shift his graph over 500rpms, to match what his log says, it makes more sense.
