You're a power-bottom.

you will also need the 99 intake manifold as the runners do not line up and/or they come in at very different angles. that also gives you the VICs variable runner length option which is said to give you a few hp/ft-lbs

but he is right, he will need the Mantake Interfold instead of the regular intake manifold used on previous years

So besides the head and the intake manifold do you need to change the ecu or any wiring?

you'll need to use your current 94 wiring.
you'll have to use the coolant temp sensor at the back of the head off the 94 as the plugs are different for the 99.
you'll need your 94 CAS
you'll need your 94 throttlebody
you'll need to modify your 94 EGR tube if you use one to fit the 99 intake, i think the EGR valve kinda interferes with it
your 94 throttle cable will be a lil long, i inserted mine in the second slot that the cruise cable would typically would go in
you'll need either a 90-93 or 94-97 FPR, i forget which one fits better. 99+ don't have one.

timing gears, timing belt, valve cover, valve cover gasket are all the same. 94 exhaust manifold bolts right up

The ticking is just your hydraulic lifters, pretty common for them to tick. An oil change can sometimes fix it if it has been a while since your last one.
The '99 is better though so why not.

build your own...
if you can't then determine how much you want to spend and ask that question again...your budget will determine what kit is best for you...also, decide on what power level you want to reach
