C, dude I don't think you've got the injector capacity to run that much boost... even on a small T25, let alone a medium T28. You should post some logs and let us look at AFR's... unless of course you're trying to blow the motor.
And are your tables dialed in for that much boost? I mean, do you even have cel's on your AFR tables for that much boost? When tuning, to get the best resolution, developing the best map should mean you're making the most of the cel's you've got... an that doesn't include rows for more boost than you intend to run. So, if you have cel's for 19psi that you've used once, you're definitely sacrificing some resolution down low that could be making you power. You do want a couple psi of headroom for the unexpected spike, but not 5-6psi of unused headroom.
