I saw that posted on Imgur a few days ago. A few people in the comments were saying that the wire should be in conduit. Others were saying it was some special wire that code does not require to be in conduit.

Looks to me like most of it is type NM-B jacketed cable (eg: romex), which is almost always installed without conduit. In fact, this type of cable must be de-rated when it is installed inside a pipe.

It might not need to be.
I just know in industrial settings(what i do) NM, SO, or any other type of double insulated wire can't be exposed like that.
Residential, i'm not sure.
Edit* I DO know that running it on an exterior finished wall such as that is not code either.
So i stick to my word and say it's not code, or it's not finished.

I saw this today IRL:
Hernando County motorists dealt with a sticky situation that tied up traffic on southbound Interstate-75 this morning.
Beer cans, strewn along the roadway.
According to the Florida Highway Patrol, 23-year-old Malcolm Jamal Wilcox, of Fernandina Beach, became distracted by his small dog while driving a Budweiser tractor-trailer southbound on I-75, in the outside lane, just south of State Road 50 around 7:30 a.m..
Wilcox lost control and traveled onto the outside shoulder and over-corrected before crossing the roadway and striking the center median guardrail and overturning.
Much of the load spilled onto I-75, closing the inside lane for more than three hours, troopers said.
No injuries were reported, troopers said.
Wilcox was cited for careless driving, troopers said.
