It is a meter socket. The red-handled lever is a bypass lever. It allows a meter to be removed from service (as in during a change-out), while maintaining service to the customer. It also serves the function of opening the jaws for a "Zero Insertion Force" insertion of the meter.

This appears to be a 3W Delta, hence Joe's comments about residential building.

Joe, is your service "network", which would be 120 / 208, rather than 120 / 240? If so, this could well be set up for 208V lighting circuits. I also suspect this is not live, and an upstream disconnect is locked open.

I'm not 100% sure. This is a 56 floor condo building, so it's not unexpected to see 3-phase, but I don't know if it's a delta or wye config. Haven't found the transformer(s) yet.

This particular box was up on 56, which is odd, as that floor is mostly just storage units. (Think of a tiny U-Store-It, located on the top floor of a building.) There aren't any large loads up there that I am aware of, it's mostly just florescent lighting. Obviously the chiller plant is up on the roof, but this box is way too small to service that. The pumps and boilers are down in B2. I suppose it could be for an elevator, but the machine rooms are all in the core of the building, and this was out on one of the wings.

It's a mystery.

I always love the look in the Home Depot guy's face as we're carrying the load out on a cart, and we stop at my little car instead of the pickup truck two spaces down.

I would never dare hook a strap on the fender lip.
You could damage the fender and lose your cargo.

The fenders are already damaged, as you can see.

I've secured a lot of loads this way, and never had a problem. That sheet metal is stronger than it looks. Just think about how much effort is required to roll the fenders.

Yeah, that's crazy! You should secure it to the rear wheel. It's much stronger than the fender lip.
