I remember there being a lot of speculation when a still image of this was posted a while back. I assumed (given the presence of the V8) that it was set up purely as an electric supercharger.
My parents have a 2012 Chevy Malibu Eco. Same concept, with only a 15kw motor. I assumed when they bought it, it was a full-blown hybrid system. A few months ago when I actually looked at it I was very surprised to see a slightly oversize alternator with a supercharger belt.

I don't profess to be an expert on the regulatory issues surrounding HEV certification, but my understanding of California law is that a few MOSFETs and a bit of code are the only thing standing between pretty much 100% of "non-hybrid" cars and the sticker that lets them drive in the HOV lane.
