i'm doing a similar setup (3071r, Electromotive tec3, custom intake/exhaust mani, built 2.0L, 99 ported/head, 6spd. trans, 363 gears) I kept the power steering, a/c, heat etc.
I should have it complete pretty soon, like a week or two...i'll let you know how it works out.

This is an interesting post and sounds like a really nice setup. You should put it in the "meet and greet" section along with some information about yourself.
I'm glad that you are searching through some old threads. Oh how we wish that more newbs would do that. You sound from your mods like this isn't your first time around the block. Be sure to list some of your prior experiences and some pics of your car/cars in the meet and greet thread.

I'm still here lurking around. I don't scare that easy. My AFCO's had my attention the last few weeks. I had a few phone conversations with FM about my plans and all seem in check. We spoke about the FM Speed car. "At 11 psi, it made 324 hp and 303 lb/ft of torque" After my engine is done 15PSI!

2. It has a pretty nice looking tubular manifold.
3. It's complete except for BOV.
4. He just lowered the price to $1600.
5. It's ready to ship.
6. He doesn't seem to mind astronomical spooling rpms.
I would jump on it....if I were DOHCpanther and didn't think a V8 swap sounded really sexy.

Well until the bonus comes through I am broke. I blew my wad on the clutch, brakes, tires and suspension. Would I buy it, no, I'm afraid. Anyone else would roll this set up until the wheels fell off. I would have it half installed and the compressor wheel would fall out.

I am trying to get the scales from our sister unit that does our aircraft weighing and looking for a flat surface to do the corner weighing. We have a spot in the hanger but the gate is locked at night so I have to do some networking to get it done. Another hold up is that I am slowly dropping the ride height a few turns a week to find out how low I can go without having tire rub; which means alighnment again.

A turbo (such as this one) capable of 500hp(750cfm) running at 380hp(570cfm) is not working as hard as a 300hp(450cfm) turbo pushing 250hp(375cfm). In the first case you are running at 76% of potential air displacement for a the given compressor, and 83% in the second case.
This is an oversimplified explanation, but it boils down to the fact that the shaft speed of this big *** turbo was on average lower -compared to it's relative limit- than similar, smaller used turbos(in most cases).
I understand you plan on buying new, and I took that into account when posting. No used turbo will ever give you the peace of mind of a new one. I was simply trying to illustrate that you could save a -substantial- amount of money by picking up what is a very impressive setup well capable of your stated goals.
But then again, you are the guy with the means to put an LS1 in a Miata and still doesn't think it's a good idea. That or you're just pitching a pup tent for Flyin' Miata.
