probably not to code, but if that cable is good enough for my dryer it's good enough to weld with.
I did the same thing, handy tool for finding weld power near any dryer.
I believe the other outlet is a 15/20A 220, I would not try to run the compressor on that but it shouldn't burn a house down, if it's to code. You won't be running it on it if it's too small, it will pop every time it tries to start. I'd check the wire gauge behind the plate if you are super worried.

I'm nearly certain that's a 20A wall AC plug, I used one to mine bitcoins when I had no more circuits free. I think that compressor wants 25A max, though 30A is probably a better margin.
Wall outlets are meant to be derated 20% when run on a constant load, more than 3hrs. You are already over the limit without even taking that into consideration.
If your house is wired proper it will pop the breaker immediately, if not it might start fires somewhere exposed if your lucky, down inside the wall if you're not.
Either way, the added resistance will probably lower the running voltage enough to totally **** the capacitors within a week. I've replaced three start capacitors, all nice quality ones, before I finally convinced a customer to do it right.
It's been fine since, well the motor runs at least. Never buy a puma compressor.

You should be able to, the puma compressor mentioned earlier got a very nice baldor, spendy too.
Mounting plate might need an adapter plate, but it shouldn't be more than you can handle.
