The thought had crossed my mind, but the CANbus crowd seems to typically describe bit indices with a one-index so I assumed that was the case here. I'll try again and post my results.

I tried again, with no success... BUT! My tests are meaningless since, as it turns out, I don't have my alternator control connector plugged in. I actually don't even have the connector! I checked my original LFX wiring harness and compared it to the V8R harness on my engine, and it looks like V8R has removed the alternator connector from the harness.

If someone with an original Chevy harness wants to try this, it could still be worthwhile to try the Arduino and CAN shield method. It should only cost ~$40 and you can use my code above. If the off-by-one error gooflophaze pointed out is valid, then try changing line 9 to:
unsigned char stmp[8] = {0, DUTY_CYCLE, 0, 0, 0, 0, 0, 0x6e};
