I wonder if there's something else going on, other than twisted reasoning in the minds of bureaucrats. Corruption within the DEA, bribes, elimination of competition? CIA involvement? (there have been allegations they smuggle drugs to fund black ops)
This whole thing is a result of the evil War on Drugs.
Hopefully marijuana legalization in CO is the watershed moment that marks the beginning of the end of Drug Prohibition.
