Not quite articulate enough to properly enunciate what she's thinking, but she understand that slowly, bit by bit, 100% of every dollar winds up passing through the government coffer, much like how, over the ages, nearly 100% of all water on earth has passed through a dinosaur's urethra.

I do appreciate their effort to blame two years of partial school closures for 9-12 years of shitty teaching and catering to the lowest common denominator. I'm sure their fix will be to reevaluate the assessment standards so that first grade reading levels are now "college ready".
