just wondering if anyone else has run a 16g turbo?
at what rpm did you reach peak boost?
is it normal to not hit 10psi until about 5500 rpms?

Magnamx-5 runs a 16g on a 1.6.
Looks like you've got something restricting your spool bad.
What manifold type, dp size and design, exhuast size are you running because all those along with your charge piping can effect that.

 

megan dp and manifold .. dp is 2.5"

 

Well there shouldn't be much restriction there then. I take it you have stock exhuast? Are you intercooled or just crossover piped? Some of the other guys will have to chime in, i'm just getting this started. Turbo characteristics have to due with A/R ratios as well so you might want to post them.
